Adults Who Disclose Childhood Sexual Abuse - 4LSCB Practice Guidance

The May 2017 edition of this document has been added to this online manual.

Child Sexual Exploitation

The Further Information section has been revised and updated with a link to the Centre of Expertise on Child Sexual Abuse - Key messages from research on child sexual exploitation. A further link has been added to Child sexual exploitation: Practice Tool (2017) (open access) - further background information about child sexual exploitation and additional commentary around some of the complexities of practically responding to the issue.

Children Affected by Gang Activity and Youth Violence

This chapter has been updated to include a link to the National Crime Agency report County Lines Gang Violence, Exploitation and Drug Supply (2016). Further text has been added to Section 1, Definition to define the use of ‘county lines’ by organised criminal groups.

Children Missing from Care, Home and Education

In Section 4, Children Missing from Care and Care Leavers in the guidance on Independent Return Reviews a small amendment has been added and provided within 72 hours of the child being located or returning from absence. This is in line with the Statutory Guidance on Children Who Run Away or Go Missing from Home or Care (2014).

In Section 6, Children Missing from Education (CME) clarification that a Child missing from school for more than four weeks can be removed from the admission register when the school and the local authority have failed, after jointly making reasonable enquiries, to establish the whereabouts of the child.

Dangerous Dogs and Safeguarding Children

A link to Parent Tips – Keeping Babies and children Safe Around Dogs in the Home (Institute of Health Visiting) has been added to the Further Information listing.

Domestic Violence and Abuse

A link to Domestic Abuse: A Resource for Health Professionals (DoH, 2017) has been added to the Further Information listing.

Female Genital Mutilation

A link to Safeguarding Women and Girls at Risk of FGM (DOH) has been added to the Further Information section of this chapter.

Modern Slavery

A link to Modern Slavery – Royal College of Nursing Guide for Nurses and Midwives has been added to the Further Information listing.

Serious Case Reviews

Section 1.5, Appointing Reviewers was revised to make clear the Working Together 2015 requirement that “reviews of serious cases should be led by individuals who are independent of the case under review and of the organisations whose actions are being reviewed.”.

Agency Roles and Responsibilities

Updated links were added to Section 4.12, Early Years and Childcare, with regard to the Early Years Foundation Stage Framework (EYFS). A link has also been added to Ofsted Guidance: Inspecting Safeguarding in Early Years, Education and Skills Settings (2016) which states during term time, or when the setting is in operation, the designated safeguarding lead or an appropriately trained deputy should be available during opening hours for staff to discuss safeguarding concerns.

Conflict Resolution/Escalation Policy

Additional information regarding disagreement between Police and Social Care has been added to Section 1, Dissent at Referral/Enquiry Stage.
